Tournament Rules
Outokumpu Tornio Cup 2026 is played according to the rules of the Football Association of Finland (SPL). All matches are played on grass and artificial turf pitches (weather permitting)

Match Durations
  • B&G 14–15: 2 x 25 min

  • B&G 10–13: 2 x 20 min

  • B&G 6–9: 1 x 25 min

Green Card

Referees and Match Officials

In addition to yellow and red cards, referees use the Green Fair Play Card.

After every 5v5 category match, the game leader (match official) awards a Green Card to one player from each team for showing good sportsmanship. In exceptional cases, the official may choose not to award a Green Card.

The referees and game leaders are provided by the Kemi-Tornio Referees’ Association.

Everyone Plays" Rules

Compliance with the ’Everyone Plays’ rules is monitored by referees, game leaders, and the pitch managers. If a team fails to follow these rules, they will be given a warning. After three warnings, the team in question will be disqualified from the tournament.

Match Regulations
  • Player Eligibility: During the tournament, a player may represent more than one team from the same club. However, a player cannot play in the same category for multiple teams, nor can over-age players play in younger age groups. The tournament management decides on any exceptions, which must be agreed upon separately.

  • Team Rosters: Teams must submit their player list (name, number, and date of birth) to the tournament office no later than before their first match.

  • Arrival: Teams must be ready at the pitch at least 15 minutes before the match begins.

  • Suspensions: A player sent off (red card) is suspended for at least the following match.

  • Uniforms (Kits): If both teams have the same colored shirts, the team listed second in the match schedule (the away team) must change their shirts. The goalkeeper’s shirt must be clearly distinguishable from the other players’ shirts.

  • Conduct and Jury: The tournament jury has the right to take action against teams behaving inappropriately, including disqualification from the tournament if necessary. The jury may also require a team to ensure their supporters behave appropriately.

Tie-Breaking Rules and Extra Time

  • Placement Matches (5th–10th place): If a match is tied after regulation time, no extra time or penalty shootout will be held. The final placement will be determined based on the results from the group stage.

  • Semifinals: If a match is tied after regulation time, a penalty shootout will be held (5 kickers from each team).

  • Finals and Bronze Matches: If a match is tied after regulation time, a 5-minute extra time period will be played. If the score remains tied after extra time, a penalty shootout will follow (5 kickers from each team).

  • Group Stage Tie-Breakers: If teams are tied on points in the group stage, their ranking is determined by:

    1. Goal difference (total goals scored minus total goals conceded).

    2. Goals scored (total number of goals).

    3. Head-to-head result (the result between the tied teams).

    4. Lottery (draw of lots).

Over-age players

In all age categories, a maximum of two over-age players (one year older than the age limit) are allowed on the pitch at the same time. However, this does not apply to combined categories consisting of two age groups.

The names of these players must be submitted in writing to the tournament office before the team’s first match. Once registered, these players cannot be replaced by other players during the tournament.

The tournament organizer may grant exceptions to the over-age rule.

Identity Verification

The tournament organizers have the right to verify player identities through random spot checks.

To Team Leaders

The person designated as the Team Leader is responsible for their team both during matches and elsewhere, as well as for communication during the tournament. Team Leaders must ensure that players have their own sleeping bags and mats if they are staying in the accommodation provided by the organizers. The tournament organizers are not responsible for injuries, illnesses, or thefts.

Protests

In the event of rule violations or other disputes concerning the competition, a protest may be filed. Protests regarding the pitch or equipment will not be investigated unless a report has been made to the referee before the start of the match.

If a protest is made against a referee’s decision, the referee must be notified immediately after the match ends, before they have left the match venue. The protest must be submitted in writing to the tournament office within 30 minutes of the match ending.

The protest must be detailed and accompanied by a 50 euro protest fee, which will be refunded if the protest is upheld (accepted). The decisions made by the tournament jury are final and cannot be appealed.

Walkovers and Forfeits

If a team withdraws during the tournament, their matches will be annulled, and the team will be required to pay a 100 euro penalty fee.

Cancellation of Participation

If a team cancels its participation in the tournament without an acceptable reason after the match schedules have been published, no fees will be refunded. Additionally, the team will be charged a fine equal to three times the registration fee.
